Fail to comply department rules duty commitment of qualified professionals grossly disregarded substantial risk of serious harm to him self and others.physican abandon an autistice ,motional distress, medical treatment. transferring to county jail were after four months and continues distress risk of serious harm to self and other...discrimination there two victims he is not a criminal he had no knowledge :(
